Chief Clinical Information Officer – Ireland

The MatchMedics team is actively in search of 6 Chief Clinical Information Officers to lead the regional roll out of a brand new Electronic Health Record across Ireland.

Purpose of the Post

To provide clinical leadership for the regional and national implementation of Digital for Care 2030, with a specific focus on the National EHR Programme. The CCIO acts as the clinical business change lead for the region.

Each regional CCIO will:

•  Provide expert clinical informatics advice and guidance to the Regional Technology & Transformation team
• Work collaboratively with key stakeholders to ensure patient and clinical involvement in the planning, development, delivery and evaluation of systems and services
• Deliver a clinical governance framework ensuring clinical effectiveness and patient safety across all digital implementations

Principal Duties & Responsibilities

1. Digital Transformation & EHR Leadership

• Provide visionary leadership with a focus on digital transformation, innovation, and collaboration for the ongoing implementation of Digital for Care 2030
• Lead the regional clinical information strategy for the implementation of the National EHR
• Align all clinical IT systems with the EHR within the Digital for Care Programme
• Achieve full commitment to transformations required for integrated healthcare for patients and service users
• Oversee implementation and continued use of the EHR and other clinical informatics systems, including analytics tools, to support quality and performance improvement

2. Clinical Governance & Safety

• Deliver the clinical governance framework for regional implementation of Digital for Care 2030, ensuring clinical effectiveness and safety
• Assist in creating an institutional culture that promotes patient safety and high standards of ethical conduct when using informatics solutions
• Work with the Chief Information Security Officer to support effective Information Security Systems
• Ensure clinical engagement in the adoption and use of technology for continuous clinical process improvements focused on patient outcomes

3. Stakeholder Engagement & Relationships

• Develop necessary regional governance structures for clinical information related to the EHR, liaising with clinical staff, medical executive committees, clinical departments and other constituents
• Develop and maintain effective collaborative relationships with a broad range of internal and external stakeholders including staff, unions, professional bodies, regulatory bodies, Department of Health, and government agencies
• Manage expectations of clinical information system end-users
• Improve clinician adoption, acceptance and use of clinical information systems
• Engage in national and international discussions and collaborations on EHR best practices and interoperability

4. Strategy & Advisory

• Provide expert advice and thought leadership regarding digital health in the development and
  execution of clinical improvement and development strategies
• Monitor operational and design criteria of the electronic medical record system to ensure the organisation is meeting criteria ahead of deadlines
• Work with the HSE, Department of Health and other relevant stakeholders to establish policies, standards and guidelines for EHR use
• Driving and supporting the transformation opportunities afforded through Digital for Care 2030

5. Leadership & Organisational

• Demonstrate capacity to lead and work well with others in the spirit of teamwork and cooperation
• Demonstrate excellent skills in all forms of communication — verbal, written, and the ability to deliver effective presentations to diverse audiences
• Adequately identify, assess, manage and monitor risk within the area of responsibility
• Engage in the HSE performance achievement process
• Act as spokesperson for the organisation as required

Eligibility Criteria

Candidates must, at the latest date of application:

• Be a CCST-registered Medical Practitioner with the Medical Council of Ireland or eligibility to apply
• Have senior clinical leadership experience

Post-Specific Requirements (Essential)

• Significant medical informatics / digital health experience
• Experience of leading or making significant contributions to major or national programmes involving technology-enabled change / significant digital solutions, and managing the impact of such implementations on patient care and processes

Skills, Competencies & Knowledge

Information & Communications Technology

• A medical clinician who contributes to and assists in the development of a digital for care vision that will drive the Digital for Care and EHR strategy
• Clearly understands clinical information technology and informatics and its potential impact on patient safety and healthcare quality – with previous hands on experience with systems such as EPIC, Intersystem or Meditech
• Passionate about clinical informatics as a tool to improve quality of care
• Previous experience of leading or being strongly involved in programmes involving technology-enabled change
• Ability to analyse complex workflows and how these can be improved through deployment of technology
• Ability to assess learning needs and the potential impact of digital tools on all staff
• Strong interest and drive to develop an informatics-based education and research agenda
• Ability to monitor and evaluate the effectiveness of the EHR system, ensuring it meets clinical and operational objectives

Desirable:

•  Experience of national digital solutions and the impact of such implementations on patient care and processes
• Experience of information governance principles being applied in healthcare
